The Smart Metering Programme is Scottish Water’s initiative to replace the existing estate of mechanical water meters with smart water meters across all non-household premises in Scotland. The programme is scheduled to begin in August 2026 and will be delivered through phases across a multi-year rollout.
A smart water meter automatically records water consumption and can securely transmit meter readings without the need for manual meter reads. They therefore provide more frequent and accurate water consumption information compared to the incumbent mechanical meters.

It’s becoming increasingly important that we manage our water resources more efficiently and sustainably. 

Smart metering provides more accurate and timely water consumption information and helps improve understanding of how water is used across the network. Subsequently, the Smart Metering Programme is a key step towards improving water consumption visibility, supporting more efficient management of Scotland’s water resources and modernising the non-household water market.

About Your Installation

As part of Scottish Water’s commitment to perpetually exchange and upgrade water metering across Scotland, smart water meters will be introduced to all non-household premises across Scotland. 
No, Installations of smart water meters will be delivered in accordance to Scottish Water’s strategic rollout plan. Scottish Water will attempt to make advance contact with customers to arrange a suitable time for installation. 
No, there is no charge to customers for the installation of a smart meter as part of the Scottish Water Smart Metering Programme.
Yes, an onsite individual will need to be present to give the metering technician access to the property in order to complete the installation.
 
There may be a temporary interruption to your water supply during the installation of the smart water meter. We will aim to minimise any disruption and will provide information ahead of the installation where possible
 
Installation times can vary depending on site conditions. The metering technician will be able to provide guidance on the duration of the installation during their visit.

After Installation

Once installed, your smart water meter will begin recording water consumption information automatically. Your water services will resume as normal following the installation.
No, once the smart water meter has been installed, no further actions is required. If additional services become available in future, information will be provided separately.
Scottish Water is working with Licensed Providers to enable future access to smart water meter data for customers. Further information will be provided as these services become available.
